U.S. House defeats Net neutrality plan
Don't expect network neutrality to be a U.S. law anytime soon. A vote for this amendment to a telecom bill was sponsored by Democrats but failed 269-152 yesterday in the House, mostly along party lines. A similar bill in the Senate is due soon but there isn't much reason for advocates to expect a different outcome. The overall bill, which did pass, requires VoIP providers to have E911 services.

Advanced switch gear on tap at Interop
Price, performance and security will be the keywords at next week's Interop show in Las Vegas. Some examples: Look for Alcatel to debut new switches with power-over-Ethernet and 10G Ethernet ports, while Radware will show its new data center management tools. Smaller companies will also release tools for AJAX applications, data offload technologies, and intrusion prevention schemes.

Alcatel, Lucent finalize $13.4B merger deal
Alcatel and Lucent Technologies have completed their merger negotiations. The merger involves $13.4 billion in stock, about 88,000 employees worldwide (10 percent of whom will be laid off) and one not-yet-determined corporate name. Lucent CEO Patricia Russo will run the company from Alcatel's Paris headquarters. The fate of Lucent's Bell Labs still is not clear. As with other huge deals, such as Hewlett-Packard and Compaq, it will need time to digest.

Acquisition of Bell Labs may raise issues
The recently announced merger of Alcatel and Lucent makes good business sense, but what about Bell Labs? The old R&D division of the original Bell Telephone is today a small but important part of Lucent, and the U.S. government isn't entirely fond of letting a French company control it. So now the companies are pondering either a Bell Labs spin-out or a promise to keep the division running in secret.

Lucent, Alcatel in merger talks, again
Merger talks are happening between Alcatel and Lucent Technologies, officials said. About $12.6 billion is likely to change hands and the overall value would be about $33 billion. So while the services end of Ma Bell may be returning via the "new" AT&T, the research end of Bell Labs is probably going to the French. ( Email me with your thoughts about this.)
