SPOTLIGHT: Dazed and confused: Data law disarray

Is a missing tape (or hard disk or portable memory key) just misplaced or mislabeled--or is it stolen? Was a hack just a harmless script kiddie or someone taking invaluable data? Whose rules should CIOs obey in which circumstances? Perhaps we need an new perspective so that IT shops and customers know what to expect when the unexpected happens. Op-Ed
