Regulators: Bell Canada can throttle bandwidth of its ISP customers

Bell Canada was given the go-ahead by regulators to throttle peer-to-peer Internet traffic on Internet pipes that it leases to third-party ISPs, provided 30 days notice is given in advance. The Canadian Association of Internet Providers complained in April that Bell was throttling bandwidth to small and independent ISPs without informing them.
