IE 7 Beta 2 breaks Outlook hyperlinks

Is it a bug, undocumented feature, or conspiracy? Apparently the current beta version of Microsoft's Internet Explorer 7 won't let Outlook 2000 and 2003 email hyperlinks open your browser if IE is not set as the default. Microsoft didn't comment on this behavior, talk about which has been circulating on their own technical support forums. (Have you observered this personally? Tell me.)
