ICANN disputes facts of China domain report
China is not creating new root servers or splitting from the Internet, officials from ICANN and the Chinese equivalent said. A report to the contrary circulated this week, but that was wrong, they said. What's actually happening is a project to make second-level country codes, not top-level domains, work in the Chinese writing system (vs. just in Western letters now.)
