C&L: Bruce Perens joins SourceLabs

Bruce Perens, the well-known open source advocate and co-founder of the Open Source Initiative, joined SourceLabs as vice president of developer relations and policy. He previously was an independent consultant for Linux issues.
3Com announced that Marc Willebeek-LeMair is its new CTO. He was a co-founder of TippingPoint, acquired by 3Com last year. He's also a veteran of IBM's acclaimed Watson Research Center.
Cathy Lyons is now the chief marketing officer and an executive vice-president at Hewlett-Packard. She was previously senior vice president of HP's business imaging and printing group. She replaces Mike Winkler who now focuses on HP's customer solutions group.
Pennsylvania CIO Art Stephens has been named deputy chief of staff for the state governor. He will continue to have general oversight responsibility for IT and will serve as the governor's liaison to several agencies, including the Pennsylvania State Police, the Homeland Security Office and Pennsylvania Emergency Management Agency, and several boards and commissions. Kristen Miller, who is the IT office's director of bureau of enterprise-wide projects, will serve as the acting deputy secretary for IT and acting CIO.
