 <description>&lt;p&gt;Alcatel-Lucent has released a new version of its OmniAccess 3500 Nonstop Laptop Guardian, which now works with full hard-disk applications from other vendors.&amp;nbsp;The 3500 is a PCMCIA card with its own processor that runs Linux.&amp;nbsp;Equipped with an integrated 3G modem, GPS, as well as an on-board battery, it must be present for a secured laptop to be used.&amp;nbsp;The independent hardware allows the laptop to be wirelessly tracked and for remote administration to be done from afar, much like a BlackBerry or properly-configured Windows Mobile smartphone.&amp;nbsp;For example, in the event of a stolen laptop, the enterprise IT group is able to remotely wake up the laptop and wipe the disk.&lt;/p&gt;

 <description>&lt;p&gt;A group of six major vendors have announced the creation of a patent alliance to ensure that companies are able to access WiMAX technologies at predictable costs.&amp;nbsp;The Open Patent Alliance (OPA) is made up of Cisco, Intel, Alcatel-Lucent, Clearwire, Samsung and Sprint.&amp;nbsp;Another six to nine companies are &lt;a href=&quot;http://www.informationweek.com/news/mobility/wifiwimax/showArticle.jhtml?articleID=208402989&quot;&gt;expected to join&lt;/a&gt; the organization.&lt;/p&gt;
&lt;p&gt;Companies interested in creating WiMAX equipment can approach the OPA directly, resulting in a &quot;competitive and open intellectual property rights model.&quot;&amp;nbsp;In turn, it is hoped that the WiMAX industry will be stimulated to create a healthy ecosystem. This way, it will be easier to reach the critical mass of equipment and users necessary for WiMAX to truly take-off.&lt;/p&gt;

&lt;P&gt;Don&#039;t expect network neutrality to be a U.S. law anytime soon. A vote for this amendment to a telecom bill was sponsored by Democrats but failed 269-152 yesterday in the House, mostly along party lines. A similar bill in the Senate is due soon but there isn&#039;t much reason for advocates to expect a different outcome. The overall bill, which did pass, requires VoIP providers to have E911 services.&lt;/p&gt;

The merger involves $13.4 billion in stock, about 88,000 employees worldwide (10 percent of whom will be laid off) and one not-yet-determined corporate name. Lucent CEO Patricia Russo will run the company from Alcatel&#039;s Paris headquarters. The fate of Lucent&#039;s Bell Labs still is not clear.
