A survey of IT experts by ISACA, an independent IT governance group, revealed that 43 percent of their organizations had recently killed an IT project. The study highlighted the top five reasons these organizations cited for terminating projects prior to completion.

Thirty percent said their business needs had changed after starting the project, and it was no longer of meaningful value. Twenty-three percent said the project did not deliver as promised. About 14 percent said the dropped project was no longer a priority--perhaps the result of flawed planning.

A fourth reason given, accounting for 13 percent of the IT experts, was budget over-runs. And lastly, 7 percent said the scrapped IT project project did not support the business strategy.
