When a vendor relationship goes bad

It was either last week or the week before that one of the big news items was an article on establishing good, productive vendor relationships. The advice given was sound: good communication, openness and trust. Well, all three were there when IBM and North Carolina initially launched the state's effort to build the North Carolina Window of Information on Student Education (NC WISE), an Internet-based system for organizing and analyzing student data. But all three have gone missing in the wake of a great project idea gone bad. Now it's a he-said, she-said scenario that offers up very interesting lessons to other IT leaders seeking to improve vendor relationships.
