Tech bills left on Congress to-do list

When Congress shut its doors on Saturday, giving lawmakers a month-long break to deal with election work, it failed to pass a slew of tech-related legislation. It did, however, approve one Internet commerce bill--one that makes bank processing payments to online gambling sites a no-no. The laws left on the table ran the gamut from banning pretexting in light of the HP scandal to broadband initiatives.
