He argues that the software industry is responsible for a range of expensive hidden costs that include the infrastructure needed to eradicate bugs to serious data breaches. What's his answer? Create a tax on software based on the number and severity of its security bugs--a move he says may encourage better testing and ensure secure software is sold.
