The quest by Internet network providers to charge for faster delivery of email and files is getting a quick kick in the knee from lawmakers fashioning legislation to thwart the practice. The proposed bill, called the Internet Non-Discrimination Act of 2006, wants to make sure that Web site users aren't blocked or indiscriminately mistreated if site operators don't pony up more money to their ISP.
