If a good chunk of your IT budget is put to use maintaining and supporting legacy systems and applications, you're in good company. According to a new survey from Accenture, U.S. businesses have the oldest systems running. China and Japan are forging ahead when it comes to technology adoption as they're using IT budgets to invest in new technology that impacts the bottom line. The research firm says the study indicates a clear issue:  U.S. tech leaders may just be afraid of pulling in new IT solutions. Article
