Revitalizing a tanked IT project

Sometimes, when an municipal IT project goes bad, it goes really really bad. That's exactly what happened to Philadelphia's attempt to upgrade, revamp and install a new water billing system. The initial partnership with power partner Oracle tanked big time--with the city now throwing out all of the applications initially used and the vendor paying back some millions, though not legally admitting to any wrongdoing. The story of the city's Project Ocean initiative is a rare look at how bad things can get and how best to approach a new strategy.
