Efforts are underway in Congress to greatly expand the number of H-1B visas available for foreign workers. The Innovation Employment Act, proposed by Rep. Gabrielle Giffords (D-AZ), would double the number of visas available this year. Opponents argue that an increase in H-1B visas would put many U.S. workers out of jobs. It's unlikely that the measure would pass this year, but this issue could become fodder in the unfolding presidential campaign.

Our experience in the Midwest is that the H1-B candidates are NOT displacing qualified workers, but instead supplementing our sparse workforce - in terms of applications programmers. Our colleges can't turn out enough qualfied employees to keep up with the demand in our area... hence more people are needed who will allow us to continue to manufacture software. Right now, we're forced to "steal" candidates back and forth, hurting all of our organizations.
