On the heels of reports that IT spend will be up next year, comes news that many tech leaders don't believe that current tech budgets are realistic, especially in the public sector. According to a new survey, just 18 percent of IT leaders have full confidence in their project budgets--meaning that they suspect they don't have enough funds to make the project a success. And that can be a huge problem moving forward, as underfunded projects are often the ones that crash and burn. The trick to avoiding such a scenario is conducting a realistic and accurate baseline assessment of what it's really going to cost to put new technology in place.
