A move to ban cell-phone use in planes?

A House of Representatives committee has voted to permanently ban the use of mobile phones in flight by passing the Halting Airplane Noise to Give Us Peace Act. If passed into law, the legislation would prohibit the use of all voice communication devices on any scheduled flight, with the exception of flight crew members and federal law enforcement officers. At the moment, in-flight cell phone use is already banned by the Federal Aviation Administration. However, if the "Hang Up" Act is passed, it will turn this prohibition into federal law, taking it out of the hands of the FAA.
