Fight over broadband brewing

President Obama has pledged to expand and upgrade America's broadband infrastructure, but the devil is still in the details. The cost could be enormous. Nevertheless, it is the lynchpin of his plan to embrace 21 century technology. An estimated $20 billion to $100 billion in federal tax breaks, grants and subsidized loans may be up for grabs. But who gets the break? Should basic broadband service be extended first to rural areas or should the government build its own broadband networks.

This week's BusinessWeek.com outlines the stakes in Obama's vision. Much like initiatives of the past--to bring electricity across America, for example--it's hard knowing right now exactly how the debate will be framed. Many groups hope Washington will use its power to force greater competition in the market. The universal broadband plan is part of Obama's $1 trillion economic stimulus package.

Others want to see broadband spur investment and create jobs as quickly as possible. At the end of the day, there will be a much better Internet highway. The big question is, how soon?
